Research on the creation of affirmative action by graduate programs of Brazilian public universities.

In recent years, we have witnessed a significant increase of affirmative action policies for admission in graduate courses (masters and doctorates) of Brazilian public universities. However, these policies are poorly analyzed by the academic literature, especially in what concerns its structuring as public policies. Considering this gap, the research seeks to analyze the creation of affirmative action for the entry of certain groups into graduate programs of public universities and contribute to the public policy literature on agenda-setting, policy diffusion and institutional change.
